Chinchilla wins in the first round

Laura Chinchilla of the ruling Partido Liberación Nacional (PLN) has become Costa Rica's first female head of state after winning the 7 February presidential elections with 47% of the vote, comfortably more than the 40% of the vote required to avoid a second round. The mainstay of her campaign was the issue of public security and crime, an issue which is likely to dominate much of her mandate.
