DOMINICAN REPUBLIC | Power crisis reaches new height. At one point last week power generation in the Dominican Republic had fallen to about 950MW, covering barely more than 63% of demand. Business and residential consumers were suffering blackouts of up to 12 hours a day. The situation eased slightly towards midweek, when the Itabo I and Smith Enron plants went back online, reportedly reducing the deficit from 550MW to 300MW. The generators blame the problem on financial constraints imposed by non-payment of about US$360m owed them by the government.
