OAS agreement to fight corruption lacks teeth

The general assembly of the OAS, meeting in Quito last week, ended with an agreement that all members would join forces to fight corruption, and `deny admittance to corrupt officials in the public and private sectors, to those who corrupt them and to the assets [acquired] from corruption ´. They also agreed to `cooperate to extradite [corrupt officials] and to recover and restore the assets stemming from corruption to their legal owners ´.
