COSTA RICA: Regional elections highlight PLN's split prospects

“What I have seen is that this government, through the ministry of national planning, is backtracking on the entire process of strengthening local governments" said the twice former Costa Rican president, Oscar Arias Sánchez (1986-1990 and 2006-2010), after casting his ballot in the 5 December regional elections. Interestingly, still with a high level of abstention (72%), the 2010 regional vote was a significant improvement on the 24.6% participation registered in the 2006 election. “The result meets the tribunal's expectations [...].
