The spat between Nicaragua and Costa Rica, which began in October
over an operation by the government of President Daniel Ortega to dredge the San
Juan River which divides the two countries [RC-10-11], has since escalated into
a major territorial dispute. With the Organization of American States (OAS)
having failed in its mediation mission, Costa Rica left floundering in its
efforts to challenge Nicaragua's alleged violation of its sovereignty and Ortega
expanding his demands and exploiting the situation for evident domestic gain,
there appears to be no immediate end in sight to the diplomatic
