President Laura Chinchilla last month announced a new 10-year plan
aimed at tackling crime head on and improving public security in Costa Rica.
Flanked by the heads of the judiciary and legislature, Luis Paulino Mora and
Luis Gerardo Villanueva, Chinchilla said that the plan was unprecedented as it
would involve close cooperation between all three branches of government. Each
signed up to the policy recommendations of a report entitled Polsepaz (Integral
and Sustainable Policy for Citizen Security and Promotion of Social Peace),
which was drawn up with the assistance of the UN Development Programme after
