ECUADOR: IMF-agreed civil service reform bill

Ecuador's President Lucio Gutiérrez has sent part of an IMF-agreed civil service reform bill back to congress with an 'urgent' tag, which gives congress 30 days to approve or reject it. 

Passage is necessary to secure a US$42m disbursement from the IMF. This latest change of tack has irked already disgruntled legislators (see story above), who are due to begin their month-long summer recess today. 

Gutiérrez had originally tagged the whole reform bill 'urgent' but backed down after congressmen complained there wasn't enough time for proper consideration. 

Last week Gutiérrez withdrew the bill and sent back a portion which regulates the civil service and seeks to improve its efficiency, with the 'urgent' tag attached. 

The idea is that the remainder of the original bill, which unifies a range of pay items for state employees, will be submitted after the summer recess.
