police in an operation against both drug gangs and militias to guarantee fair
elections for mayors and local councillors in the state of Rio de Janeiro. The
deployment of the FNS and the federal police in the state seems necessary
because drug gangs and militias are coercing favela residents into
supporting candidates linked to them. The high-profile arrest of state deputy
Natalino Jose Guimarães, accused of running a vigilante group in Rio, has once
