BOLIVIA: Beyond the radicals, an ethnic tinderbox

The fact that the threatened boycott of President Carlos Mesa's referendum did not materialise [WR-04-28] has been interpreted as a major setback for its main promoter, the radical Aymara leader Felipe Quispe. Some analysts have gone as far as to say that it has dispelled the fears of a broader indigenous rebellion. Events over the past week suggest that it would be imprudent to draw conclusions too soon.
