PERU: Sendero 'unlikely to return to fighting'

Apart from the two separate remnants confined to jungle areas, Sendero Luminoso (SL) is unlikely to return to violence, says former interior minister Fernando Rospigliosi. He believes that what is preventing effective actions against the units still active is 'the enormous weakness of the state'.
