URUGUAY: Mujica moves on "mother of all reforms"

Uruguay's President José Mujica took the plunge in July and embarked on a major state reform. Mujica had promised to reform and modernise the State during his election campaign. He has broad political support from both the ruling left-wing Frente Amplio (FA) coalition and the right-wing opposition Partido Nacional (Blancos) and Partido Colorado. Mujica has worked hard to cultivate good ties with the opposition, which is happy to be involved in the debate, although it would likely to drop its support and blame the government should the reform prove unpopular.
