On 28 July, Severiano Martínez, a presumed leader of the Ejército del
Pueblo Paraguayo (EPP), was killed by members of Paraguay's anti-kidnap police
in Agua Dulce, in the department of Chaco. It was his third armed confrontation
with the security forces since February 2008. Martínez's death was hailed as a
triumph of the intelligence services, but his family and lawyer believe he was
executed by officers seeking revenge for the wounding of two agents during a
February 2006 shootout in Yaguareté Forest (San Pedro) and another police
