President Alan García is backing an unorthodox proposal for tackling Sendero Luminoso (SL). In December he proposed publishing lists of all those accused of terrorist offences and subsequently released by the judiciary. One clear target of García's tough new approach is the teachers' union,
Sutep, whose more radical arm has long been accused of links to the guerrillas. García reserved particular criticism for the pardons and releases carried out during the governments of Valentín Paniagua (2000-01) and Alejandro Toledo (2001-06). He said that this "silk glove" approach had been detrimental to Peru's security. He maintains that most of those who were released, returned to SL militancy.
