On 19 May, allegations of corruption against the Organismo de la
Formalización de la Propiedad Informal (Cofopri) resulted in the arrest of its
former secretary general, Julio Calderón Rodríguez. It is alleged that senior
officials at Cofopri, which was set up by the government in 1996 to grant titles
to informally held land, 'trafficked land' on the side for handsome profits.
This scandal has brought Cofopri into disrepute and is yet another strong blow
to the ruling Partido Aprista Peruano (PAP), already mired in a string of
corruption scandals, ahead of regional elections in October this year.
