generous state fuel subsidies, driving up fuel prices by as much as 83%,
President Evo Morales was forced to back down under popular pressure and rescind
the measure. The episode, which caused Morales's approval rating plummet to an
all-time low, has raised unprecedented questions over his government's
management of the hydrocarbons sector - key to its economic policy. It has also
