MERCOSUR: Joint defence secretariat 'under study'
As the defence ministers of South America meet in Buenos Aires this week, one of the most striking items on their agenda will be that of the first step towards a subregional collective-security arrangement - an initiative discussed last week in the Argentine mountain resort of Bariloche by the army chiefs of Mercosur and its associated states.
