COSTA RICA: Finance minister & chief of staff trigger cabinet crisis

President Abel Pacheco insists that what has happened to his cabinet since the end of August is not a crisis. Almost everyone else considers that the resignation of five ministers, including most of the economic team and the President's right-hand man, is not only a crisis but a major one even by the standards of the Pacheco administration, which had already seen off eight ministers since it took office in May 2002.
