PARAGUAY: Borda scuttles early redistribution of land

Finance minister Dionisio Borda may have kept his job and remained in the IMF's good books, but at the close of an extraordinary week he had more enemies than when he started. Apart from the growing hostility of the ruling Partido Colorado (of which he is not a member), Borda has now cast himself as the man responsible for holding up the distribution of land among landless peasants, and has not endeared himself to President Nicanor Duarte in the process.
