URUGUAY: Vázquez is in, with a majority in congress

It is now official: Tabaré Vázquez has scraped through the first round and become Uruguay's President-elect. He will take office in the best possible circumstances, as his EP-FA coalition has a majority in both chambers of congress - something the left had been unable to achieve since 1966. Moreover, he cannot be held to ransom by his radical wing, which fared badly in the elections.
