SOUTH AMERICA: Inauspicious launch of new regional 'Community'

For all the grandiloquent rhetoric, the launch of the South American Community of Nations at the third South American summit, held in Cuzco last week, was a sorry event. No fewer that four presidents - those of Argentina, Ecuador, Paraguay and Uruguay - stayed away. Among those who did attend, differences regarding the nature of the endeavour were quite visible. This said, the members of the new CSN did manage to set a very concrete agenda for their next meeting, to be held in Brazil in 2005.
