PARAGUAY: Mediation fails to deter militant peasants

A mediating effort by the president of the senate has not succeeded in making the more radical peasants' organisation, the Federación Nacional Campesina (FNC), back down from its campaign of land invasions and roadblocks. Rather, it has given the FNC a platform from which to announce that it will escalate its actions unless it sees signs that the government really intends to keep its promises.
