URUGUAY: Vázquez completes largely partisan cabinet

Tabaré Vázquez has chosen to abandon his proclaimed intention of relying on qualifications rather than political backing when selecting his cabinet. With the last appointments now in, all but two of the ministers-to-be represent the internal factions of the EP-FA coalition. One of his late choices, though, is Vázquez's second act of defiance to the coalition's left wing.
