PERU: New Year brings unexpected uprising

As this issue was about to be published, Peruvian military and police units were preparing for an attack on a police station in the southeastern locality of Andahuaylas, seized on 1 January by about 150 'reservists' of the Movimiento Etnocacerista headed by their leader, retired army major Antauro Humala.
