ECUADOR: Test looming for Gutiérrez's 'new majority'

Less than 24 hours after this report is published, Ecuador's 100 congressmen will be electing a new president of congress. This will be the first sustainability test for the 'new majority' the government was able to engineer late last year [WR-04-47]. Ostensibly it will be a contest between the parties of two former presidents, Abdalá Bucaram and Rodrigo Borja. The ability to tilt the balance one way or the other is in the hands of the smaller parties.
