MEXICO: Conflict lays bare a big gap in the constitution

President Vicente Fox has succeeded in getting the supreme court to hear his case on the dispute with congress over the budget [WR-04-50], but now finds himself trying to talk himself out of the ambiguities of his earlier political stance. The lower chamber of congress, for its part, has been unsuccessfully trying to persuade the court to reverse its decision to hear the president, perceiving the threat to its powers that lies ahead.
