SUBREGION: Vázquez presses his 'Mercosur First' campaign
Uruguayan President Tabaré Vázquez has been trying hard to enlist his Paraguayan peer, Nicanor Duarte, for his campaign to place the strengthening of Mercosur ahead of pursuing broader goals like the establishment of a South American Community of Nations, the pet project of Brazilian President Lula da Silva. The degree of agreement from both Duarte and Argentina's Néstor Kirchner may be weaker than is being portrayed.
