ECUADOR: Palacio wants dialogue, but not with all

President Alfredo Palacio has announced the imminent launch of a 'national dialogue' to decide, through public discussion, how best to rebuild the structure of the Ecuadorean state, which he describes as obsolete. His interior minister, Mauricio Gándara, says the invitation to participate does not extend to those who threaten to initiate protest actions in pursuit of their particular agendas.
