CUBA: Power cuts restart

The government is blaming the restarting of blackouts on essential maintenance at the country's main thermo-electric power station. Power cuts had been frequent during the summer but had dropped off in September. Habaneros were unhappy when they restarted again in the second week of October. The government only deigned to issue a public explanation on 17 October.
