The discovery of cattle suffering from foot and mouth disease in Mato Grosso do Sul, one of the country's main ranching states, triggered a series of rows in Brazil. Ranchers in the state blamed various targets for the outbreak which was confirmed on 10 October. Some ranchers blamed the federal government (for cutting back on veterinary services). Others blamed the Movimento dos Sem Terra (for not caring for their cattle properly) and a third group blamed Paraguay (for allowing animals infected with foot and mouth to cross the border.
