CUBA | Rolling back the private sector. The Cuban government has been quietly rolling back, over the past year, the small-scale private sector it had allowed to flourish since late 1993. At that time it had authorised people to conduct 160 activities on a self-employed basis, under licence. About 170,000 people took the opportunity; a small proportion of an economically active population of 3.5m. A favourite among them was the establishment of snack bars and paladares (small family-run restaurants). Over the past year about 2,000 licences have been revoked for breaches of the regulations, but far more found that since October 2004 their activities were banned.
