EL SALVADOR: Congress refuses to pass anti-mara law

A month after he launched his `firm hand' campaign against the gangs known as maras (WR-03-30), President Francisco Flores has been unable to persuade the legislative assembly to pass laws criminalising membership of a mara, imposing stiffer prison sentences and lowering the age of criminal responsibility.
