In 2010 Paraguay outperformed the rest of the region, growing its
economy 15.3%, thanks to a record soya harvest and surging beef exports. Even
though Paraguay still has no personal income tax in place, the state coffers
should still be brim full of export receipts, with plenty of cash to improve
efficiency. Heads have recently rolled in state agencies, amid growing pressure
on the government to spread the fruits of the boom. The other big economic
problem facing the economy is the appreciation of the Guaraní against the US
