BOLIVIA: Morales tries to transform agriculture

The government's self-proclaimed goal is to become self-sufficient in food, though it is still some way off that target. Bolivia is a significant net exporter of soya, and the health-food enthusiasts' favourite, quinoa, but is a net importer of maize and wheat.
