ARGENTINA: Lower chamber scraps amnesty

Argentina's chamber of deputies has annulled two laws passed in the 1980s granting amnesty to members of the military accused of carrying out human rights abuses during the 1976-83 dictatorship. The issue will now pass on to the senate, where it will face far stronger opposition, and then on to the judiciary.
