BOLIVIA: Obtaining tax reform via roadblocks

In early September Bolivia's local governments and universities resorted to their preferred instruments of social and political protest - roadblocks and demonstrations, backed up by a hunger strike - to secure something that congress appeared unwilling or unable to deliver: a reallocation of the revenues from the new tax on oil and gas production, introduced in May through the new hydrocarbons law.
