PERU: Toledo refutes Kuczynski claim of rising terrorism

When Prime Minister Pedro Pablo Kuczynski proclaimed that Peru was facing a 'more acute problem of terrorism than four years ago' and that he had hard evidence to prove it, Peruvians split into three camps: those who wondered if the government hadn't been playing down the threat; those who thought this was a smokescreen to distract attention from other problems; and most of the government, which publicly dissociated itself from Kuczynski's statements.
