MEXICO-GUATEMALA: Cartel said to be recruiting Guatemalan ex-soldiers

Defence Minister Clemente Vega has raised the alarm about the prospect that the Gulf cartel may have started recruiting gunmen from among the fearsome Guatemalan Kaibiles, a tough counter-insurgency force which has a record for contributing to many of the atrocities committed during their country's protracted internal conflict. Evidence is minimal but it has already prompted responses typical of a country in electoral mode.
