President Alejandro Toledo has admitted that his administration has committed a number of errors and is undergoing a 'learning process'. Speaking to foreign correspondents at the 45th annual meeting of the board of governors of the Interamerican Development bank in Lima, Toledo said 'I have never done this kind of work before and you were not born knowing how to write'. He said that one of the main failings of his administration has been its inability to communicate its achievements.
