Felipe Quispe, the leader of the Confederación Unica de Trabajadores Campesinos de Bolivia, seems to be looking for a negotiated settlement with the government. On 3 May he agreed to delay the blockading of roads around La Paz for at least a week. The increasingly limp Central Obrera Boliviana did launch a general strike on 3 May but this had little effect.
