URUGUAY: Stability ensured, but little of the promised change

President Tabaré Vázquez has not yet been in office a year but impatient Uruguayan analysts appear to have arrived at a consensus to use the anniversary of his electoral victory, 31 October, as a moment to assess his government's performance. Everyone agrees that it has guaranteed stability so far. To paraphrase an opposition leader the verdict is that it has been doing well but it has not quite been doing what it said it would.
