BOLIVIA: Hydrocarbons law returns to the forefront

The controversial new hydrocarbons law threatens to become a touchy campaign issue in the last month of electioneering in Bolivia. The government reported that it had been unable to enforce the 'migration' of oil companies to the new contracts by 15 November, the deadline set in the law - and already Evo Morales's Movimiento al Socialismo (MAS) is talking about impeaching President Eduardo Rodrí­guez.
