CENTRAL AMERICA: Anticrime drives fail to contain rising violence

Anticrime efforts in Guatemala and El Salvador do not seem to be curbing the rise in criminal violence. In both countries the number of homicides has been climbing sharply; in both the street gangs known as 'maras' are seen as the main culprits - with much of the violence being directed at each other. The instant response in both countries has been to make a big display of putting soldiers on the streets to strengthen the police presence. Beyond that their strategies diverge.
