HONDURAS: Lobo concedes as last votes are still being counted

To all intents and purposes, though still not officially, Manuel Zelaya of the opposition Partido Liberal (PL) has become president-elect. The official proclamation must await the conclusion of the last leg of the count, which includes sorting out the more numerous problems posed by the legislative and municipal contests. Not much, however, is expected to change - so much so that the electoral observers of the OAS have packed their bags and gone home.
