Development: One of the leaders of the Frente de Defensa, José Cutipa Flores, in Ilave, in the department of Puno, next to the Bolivian border, said on 4 April that the group would organise an indefinite strike unless the government honoured its promise to carry out vital construction work. The mayor of Ilave, Miguel Flores Chambi, said that the government had so far reneged on its promise.
