PERU: Legislators reject two-chamber legislature

Development: President Alejandro Toledo's efforts to restore Peru's legislature to a bicameral system were rebuffed on 14 April. One hundred and thirteen of the 120 legislators attended the session to vote on a bill reinstating a second chamber and only 72 backed the constitutional reform, which required 81 votes to be approved. It was rejected by 36 legislators.
