No trickle-down. ACE, the Spanish government's
aid agency, highlights in a 'strategy document' that, despite its high rate of
GDP growth, the Dominican Republic continues to exhibit a highly skewed pattern
of income distribution: while the wealthiest 20% take 53.3% of the income, the
poorest 20% take only 5.1%. Poverty is widespread: about 45% of the rural
population and 31% of the urban population live below the poverty line. ACE
expresses surprise at the low proportion of the national budget that is devoted
to social objectives.
