BOLIVIA: Constituent assembly wins full powers

The constituent assembly now has full powers. On 29 September 162 of the 247 deputies present in the assembly declared it to be "sovereign and plenipotential". The vote outraged the right-wing opposition and secessionists, which claim it is tantamount to a constitutional coup; their concern is that the constituent assembly will simply override the legislature and the supreme court and stop the four Media Luna departments' drive for autonomy.
