Security Update

Guatemalan President-elect Alvaro Colom made a bold promise during his campaign: that within eight months of taking office he would be able to guarantee better public security and improved living conditions. He has already been securing support from Chile, Colombia and Spain, but the challenge is formidable: homicides are running at an average of 17 a day, the security and political establishments are deeply infiltrated by organised crime, and law-enforcement agencies are woefully under-equipped and understaffed.
