MEXICO: Calderón makes his priorities clear

President Felipe Calderón Hinojosa's first major initiatives since taking office have been in law enforcement. First he moved decisively against the proto-revolutionaries of the Asamblea Popular de los Pueblos de Oaxaca (APPO). Then on 8 December he launched a major offensive in Michoacán against the drug trade. The government may have been too quick to claim successes for this initiative, but the direction and drive has livened up the whole political scene. The reward for Calderón's activism is that the first part of his budget, the revenue raising side, was approved by the lower chamber of congress, with the support of all the major parties, on 18 December.
