BRAZIL: State governments face financial squeeze

The incoming state governments across the country are complaining about the financial problems bequeathed to them by their predecessors. In one of the most dramatic cases, Cid Gomes, the incoming governor of the comparatively prosperous and well-run northern state of Ceará, announced on 2 January that the state government did not have the cash to meet its December payroll.
